Environment and Planning Committee meetings together with Lands and Recreation Committee meetings are only held if matters arise which require consideration prior to the monthly meeting, or if the Council specifically refers items to Committee for consideration.
Council meetings are open to members of the public, although they are not allowed to speak.
The exact wording from the Administration guidebook is as follows;
"A meeting of a council must be open to the public and the press. They can be excluded only by a resolution if publicity would prejudice the public interest by reason of the confidential nature of the business or for some other reason stated in the resolution and arising out of the business to be transacted."
However, the public can be excluded from meetings where confidential discussions are to take place, e.g. engagement, conduct, dismissal of employees, terms of tenders, preparation of cases in legal proceedings, etc. If you want to see the relevant paragraphs in the guidebook, it's kept in the office.
